The number of homes on the market <a href=\"https:\/\/www.bbc.co.uk\/news\/business-45757437\" class=\"story-body__link\">is at a 10-year low<\/a> and <a href=\"https:\/\/www.bbc.co.uk\/news\/business-45966357\" class=\"story-body__link\">fewer people<\/a> are taking out mortgages.<\/p>\n<p>So what has the chancellor said he is going to do about it?<\/p>\n<h2 class=\"story-body__crosshead\">Was there any help for first-time buyers?<\/h2>\n<p>In last year&#8217;s Autumn Budget, the <a href=\"https:\/\/www.bbc.co.uk\/news\/business-42079174\" class=\"story-body__link\">chancellor abolished stamp duty<\/a> &#8211; a tax you pay if you buy property or land &#8211; for first-time buyers buying a home worth up to \u00a3300,000. <\/p>\n<p>It has so far helped 121,500 people, the chancellor said, and the number of first-time buyers is at an 11-year high.<\/p>\n<p>Now, stamp duty will also be abolished for first-time buyers of shared ownership properties &#8211; which was originally due to end in April 2021 &#8211; will be extended for two more years.<\/p>\n<p>Kevin Roberts, the director of the Mortgage Club at financial services firm Legal &amp; General, said the move shows the government &#8220;clearly recognises the benefits&#8221; of shared ownership and he hopes Monday&#8217;s announcement will boost awareness of the scheme.<\/p>\n<p>He also said the extension <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-41473493\" class=\"story-body__link\">of the Help to Buy scheme<\/a> &#8211; which sees the government loan money to first-time buyers &#8211; means &#8220;housebuilders now have more certainty for longer-term planning and building the thousands of new homes our country so desperately needs&#8221;.<\/p>\n<figure class=\"media-landscape no-caption full-width\"><span class=\"image-and-copyright-container\"><\/p>\n<p>            <\/span><\/p>\n<\/figure>\n<figure class=\"media-landscape no-caption full-width\"><span class=\"image-and-copyright-container\"><\/p>\n<p>            <\/span><\/p>\n<\/figure>\n<h2 class=\"story-body__crosshead\">More homes on High Streets?<\/h2>\n<p>As part of his \u00a31.5bn boost to help the UK&#8217;s struggling High Streets, Mr Hammond announced he was creating a \u00a3675m fund to help councils transform their main retail zones.<\/p>\n<p>Part of this money could be spent on turning unused High Street shops or commercial buildings into homes, he said.<\/p>\n<figure class=\"media-landscape no-caption full-width\"><span class=\"image-and-copyright-container\"><\/p>\n<p>                 <span class=\"off-screen\">Image copyright<\/span><br \/>\n                 <span class=\"story-image-copyright\">PA<\/span><\/p>\n<p>            <\/span><\/p>\n<\/figure>\n<p>&#8220;If British High Streets are to remain at the centre of our community life, they will need to adapt,&#8221; Mr Hammond said.<\/p>\n<p>He also said the government was going to consult on how to simplify the process of converting commercial buildings into homes.<\/p>\n<p>The Federation of Master Builders, representing construction firms, said Mr Hammond had taken &#8220;positive steps&#8221; to address the housing crisis.<\/p>\n<p>Brian Berry, chief executive of the FMB, estimates as many as 300,000 to 400,000 new homes could be created by making use of empty space above shops on high streets. <\/p>\n<p>He urged councils to work with local builders and developers to make the use of this &#8220;wasted space&#8221;.<\/p>\n<p>But Labour MP Helen Hayes said she was concerned at the chancellor&#8217;s plans to simplify the process of converting commercial buildings into homes, saying that relaxing planning regulations has created &#8220;appalling&#8221; a pot of money that local councils can apply to for help with building homes.<\/p>\n<p>This extra cash should help build 650,000 more homes, he said.<\/p>\n<p>The government has also struck deals with nine housing associations to deliver 13,000 homes across England.<\/p>\n<p>And the chancellor wants to see more SMEs &#8211; small and medium-sized enterprises &#8211; building houses, so has announced up to \u00a31bn of British business bank guarantees.<\/p>\n<p>Mr Hammond also said he was providing money to help up to 500 neighbourhoods to allocate land for housing and sell the homes to local people at a discount.<\/p>\n<p>He also confirmed that the cap on councils, which limits their ability to borrow money to build council houses, would be scrapped.
