{"id":3683,"date":"2018-10-27T01:13:48","date_gmt":"2018-10-27T01:13:48","guid":{"rendered":"http:\/\/www.styledeals.co.uk\/blog\/how-the-world-is-grappling-with-chinas-rising-power\/"},"modified":"2018-10-27T01:13:48","modified_gmt":"2018-10-27T01:13:48","slug":"how-the-world-is-grappling-with-chinas-rising-power","status":"publish","type":"post","link":"https:\/\/www.styledeals.co.uk\/blog\/how-the-world-is-grappling-with-chinas-rising-power\/","title":{"rendered":"How the world is grappling with China&#8217;s rising power"},"content":{"rendered":"\n<div property=\"articleBody\">\n<figure class=\"media-landscape no-caption full-width lead\"><span class=\"image-and-copyright-container\"><\/p>\n<p>                <img loading=\"lazy\" decoding=\"async\" class=\"js-image-replace\" alt=\"A tourist holding a Chinese national flag takes pictures at the Tiananmen Square during the Chinese National Day holiday on October 3, 2018 in Beijing, China.\" src=\"https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/10096\/production\/_103968656_gettyimages-1048669164.jpg\" width=\"976\" height=\"549\"\/><span class=\"off-screen\">Image copyright<\/span><br \/>\n                 <span class=\"story-image-copyright\">Getty Images<\/span><\/p>\n<p>            <\/span><\/p>\n<\/figure>\n<p class=\"story-body__introduction\">Countries around the world are pushing back against China&#8217;s revival as a major global power.<\/p>\n<p>China&#8217;s sheer size and population make it a heavyweight, and a clear strategic rival to the United States. <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-pacific-13017877\" class=\"story-body__link\">It is the world&#8217;s most populous country<\/a> and among its largest.<\/p>\n<p>Its influence has boomed &#8211; along with its economy &#8211; in recent years, as the US and Europe nursed the wounds from devastating financial crises.<\/p>\n<p>This has concerned several countries, particularly the US, which is keen to retain its dominant position in the world.<\/p>\n<p>Here are some areas where governments are grappling with Chinese influence.<\/p>\n<h2 class=\"story-body__crosshead\">Trade war&#8230; and beyond?<\/h2>\n<p>US President Donald Trump&#8217;s administration launched a trade war with China this year, <a href=\"https:\/\/www.bbc.co.uk\/news\/business-45555749\" class=\"story-body__link\">hitting about half of Chinese imports to the US with tariffs<\/a>.<\/p>\n<p>It says the tariffs are a response to China&#8217;s &#8220;unfair&#8221; trade practices and alleged intellectual property theft. <\/p>\n<p>They are part of a protectionist policy which has seen the Trump administration pull out of and renegotiate multilateral trade deals and challenge the global free trade system.<\/p>\n<p>Many in Beijing suspect that the US wants to block China&#8217;s rise &#8211; which is seen as a challenge to the US&#8217;s own established hegemony. <\/p>\n<p><a href=\"https:\/\/www.weforum.org\/agenda\/2017\/01\/chinas-xi-jinping-at-davos-2017-top-quotes\/\" class=\"story-body__link-external\">Speaking at the World Economic Forum in Davos in 2017<\/a>, Chinese President Xi Jinping said: &#8220;Countries have the right to development, but they should view their own interests in the broader context. And refrain from pursuing their own interests at the expense of others.&#8221; <\/p>\n<p>Yet since the opening salvo, the dispute between the world&#8217;s two largest economies has not only escalated but also broadened.<\/p>\n<p><a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-vice-president-pence-administrations-policy-toward-china\/\" class=\"story-body__link-external\">In a recent speech, <\/a>US Vice President Mike Pence said China had chosen &#8220;economic aggression&#8221; when engaging with the world and &#8220;debt diplomacy&#8221; to spread its influence. There was &#8220;no doubt&#8221; China was meddling in America&#8217;s democracy, he said.<\/p>\n<p>The scale and multitude of attacks has many analysts thinking <a href=\"https:\/\/www.bbc.co.uk\/news\/business-45937741\" class=\"story-body__link\">the US-China dispute is about more than just trade.<\/a><\/p>\n<p>&#8220;The Chinese think the US wants to contain them and certainly a lot of people here do.  A lot of people in the US think the Chinese want to take over the world,&#8221; said C. Fred Bergsten, founding director of the Peterson Institute for International Economics in Washington.  <\/p>\n<p>&#8220;All current Americans grew up in a world where the US is dominant&#8230; when somebody seriously challenges that, as the Chinese are, it&#8217;s viewed as a pretty fundamental threat and risk.&#8221;<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><\/p>\n<p>                 <span class=\"off-screen\">Image copyright<\/span><br \/>\n                 <span class=\"story-image-copyright\">Getty Images<\/span><\/p>\n<p>            <\/span><figcaption class=\"media-caption\"><span class=\"off-screen\">Image caption<\/span><br \/>\n                <span class=\"media-caption__text\"><br \/>\n                    Is the style of both countries&#8217; leaders, and mistrust between them, making things worse?<br \/>\n                <\/span><br \/>\n            <\/figcaption><\/figure>\n<p>While the pressure on the US government for a more assertive policy towards China has grown over the years, some say Mr Trump is carrying out an &#8220;extreme&#8221; and &#8220;crude&#8221; version it.<\/p>\n<p>Meanwhile, <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-china-43361276\" class=\"story-body__link\">Chinese President Xi Jinping&#8217;s greater claims on power<\/a> are making many nervous.<\/p>\n<p>&#8220;The big egos and strong stances of the two leaders are exacerbating it so at the moment it&#8217;s really a collision course towards a cold war,&#8221; said Mr Bergsten, who previously also worked as former US Secretary of State Henry Kissinger&#8217;s deputy for economic policy.<\/p>\n<h2 class=\"story-body__crosshead\">National security<\/h2>\n<p><a href=\"https:\/\/www.bbc.co.uk\/news\/world-australia-44624270\" class=\"story-body__link\">Australia&#8217;s parliament this year passed new laws to prevent foreign interference<\/a> in the country, which was widely seen as targeting China.<\/p>\n<p>China&#8217;s growing influence is a concern in New Zealand too, <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-41256914\" class=\"story-body__link\">where a Chinese-born MP last year denied allegations he was a Chinese spy.<\/a><\/p>\n<p>National security worries have also led to curbs on Chinese companies, such as telecoms giant Huawei and ZTE, and on Chinese investment abroad.<\/p>\n<p>The Australian government <a href=\"https:\/\/www.bbc.co.uk\/news\/technology-45281495\" class=\"story-body__link\">banned Huawei and ZTE from providing 5G technology<\/a> for the country&#8217;s wireless networks, while a UK security committee has expressed some <a href=\"https:\/\/www.bbc.co.uk\/news\/technology-44891913\" class=\"story-body__link\">concern about Huawei&#8217;s telecoms kit.<\/a><\/p>\n<p>&#8220;I think there is a genuine reason to be concerned because of the lack of transparency about Huawei&#8217;s relationship with the Chinese government and the Communist Party,&#8221; said Steve Tsang, director of SOAS China Institute in London.<\/p>\n<p>Germany&#8217;s government earlier this year also <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-45030537\" class=\"story-body__link\">vetoed the takeover of an engineering company by a Chinese firm<\/a> on the grounds of national security.<\/p>\n<h2 class=\"story-body__crosshead\">&#8216;Debt diplomacy&#8217;<\/h2>\n<p> Countries that are supposed to be benefiting from China&#8217;s increased wealth also seem to be growing more cautious.<\/p>\n<p><a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-39912671\" class=\"story-body__link\">Beijing&#8217;s Belt And Road initiative<\/a>, first unveiled in 2013, aims to expand trade links between Asia, Africa, Europe and beyond.<\/p>\n<p>But the multi-billion dollar project, which <a href=\"https:\/\/www.cgdev.org\/sites\/default\/files\/examining-debt-implications-belt-and-road-initiative-policy-perspective.pdf\" class=\"story-body__link-external\">some fear could cause debt problems in certain countries,<\/a> is facing growing resistance.<\/p>\n<p>Sri Lanka, Malaysia and Pakistan have all expressed concerns about the programme. <a href=\"https:\/\/www.bbc.co.uk\/news\/business-40044113\" class=\"story-body__link\">Recipient countries worry about debt accumulation and increased Chinese influence at home. <\/a><\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><\/p>\n<p>                 <span class=\"off-screen\">Image copyright<\/span><br \/>\n                 <span class=\"story-image-copyright\">Getty Images<\/span><\/p>\n<p>            <\/span><figcaption class=\"media-caption\"><span class=\"off-screen\">Image caption<\/span><br \/>\n                <span class=\"media-caption__text\"><br \/>\n                    Sri Lanka had to hand over control of Hambantota port to China to help repay foreign loans<br \/>\n                <\/span><br \/>\n            <\/figcaption><\/figure>\n<p>&#8220;I think first and foremost this is a tool for China to expand, to strengthen its soft power influence through economic diplomacy,&#8221; said Michael Hirson, Asia director at Eurasia Group.<\/p>\n<p>&#8220;There is also a strong strategic dimension which comes into play in the projects that focus on the energy sector and on port deals which serve China&#8217;s interest in securing strategic assets overseas.&#8221;<\/p>\n<p>Mr Pence highlighted these strategic interests in his speech flagging the experience of Sri Lanka, which had to <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-40761732\" class=\"story-body__link\">hand over the control of a port to China to help repay foreign loans.<\/a><\/p>\n<p>&#8220;China uses so-called &#8216;debt diplomacy&#8217; to expand its influence. Today, that country is offering hundreds of billions of dollars in infrastructure loans to governments from Asia to Africa to Europe and even Latin America,&#8221; Mr Pence said. <\/p>\n<p>&#8220;Yet the terms of those loans are opaque at best, and the benefits invariably flow overwhelmingly to Beijing.
