{"id":2232,"date":"2018-09-16T11:25:50","date_gmt":"2018-09-16T11:25:50","guid":{"rendered":"http:\/\/www.styledeals.co.uk\/blog\/broken-rail-franchise-system-to-be-reviewed\/"},"modified":"2018-09-16T11:25:50","modified_gmt":"2018-09-16T11:25:50","slug":"broken-rail-franchise-system-to-be-reviewed","status":"publish","type":"post","link":"https:\/\/www.styledeals.co.uk\/blog\/broken-rail-franchise-system-to-be-reviewed\/","title":{"rendered":"&#8216;Broken&#8217; rail franchise system to be reviewed"},"content":{"rendered":"\n<div property=\"articleBody\">\n<figure class=\"media-landscape no-caption full-width lead\"><span class=\"image-and-copyright-container\"><\/p>\n<p>                <img loading=\"lazy\" decoding=\"async\" class=\"js-image-replace\" alt=\"Passengers on platform at London Bridge station\" src=\"https:\/\/ichef.bbci.co.uk\/news\/320\/cpsprodpb\/130F0\/production\/_103446087_london_bridge_getty.jpg\" width=\"976\" height=\"549\"\/><span class=\"off-screen\">Image copyright<\/span><br \/>\n                 <span class=\"story-image-copyright\">Getty Images<\/span><\/p>\n<p>            <\/span><\/p>\n<\/figure>\n<p class=\"story-body__introduction\">A review of the rail industry is to be launched by the government next week, following criticism of the way the franchising model is run.<\/p>\n<p>Labour said the model was &#8220;broken&#8221;, after the East Coast Mainline franchise failed for the third time and passengers on other lines faced strikes and disruption to new timetables. <\/p>\n<p>The party says it will renationalise the railways if it gets into power.<\/p>\n<p>But the government says privatisation has helped &#8220;transform&#8221; the industry.<\/p>\n<p>The UK&#8217;s rail network has been beset by problems, with the East Coast Mainline brought back under government control in May &#8211; for the third time in a decade.<\/p>\n<p>Meanwhile, <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-45526348\" class=\"story-body__link\">members of the RMT union are holding the latest in a series of 24-hour strikes<\/a> on Northern and South Western in a long-running dispute over the role of guards on trains. <\/p>\n<p>Hundreds of rail services are likely to be cancelled and replacement buses will operate on some routes.<\/p>\n<h2 class=\"story-body__crosshead\">&#8216;Long-suffering passengers&#8217;<\/h2>\n<p>The review, to be announced on Thursday, is expected to be led by Keith Williams, the deputy chairman of department store John Lewis.<\/p>\n<p>It is likely to examine how issues such as those faced by the East Coast Mainline can be avoided in the future. The franchise was a joint venture between Stagecoach and Virgin Trains.<\/p>\n<p>This week the <a href=\"https:\/\/publications.parliament.uk\/pa\/cm201719\/cmselect\/cmtrans\/891\/891.pdf\" class=\"story-body__link-external\">Transport Select Committee described the bid to run the line as &#8220;naive&#8221;<\/a> and said the DfT must take the blame for not managing it effectively.<\/p>\n<p>The DfT plans to run the service as the <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-44590366\" class=\"story-body__link\">London North Eastern Railway<\/a> until a new public-private partnership can be appointed in 2020.<\/p>\n<p>The government first began to offer Britain&#8217;s passenger train services to the private sector to run on a franchised basis in the 1990s.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><\/p>\n<p>                 <span class=\"off-screen\">Image copyright<\/span><br \/>\n                 <span class=\"story-image-copyright\">Getty Images<\/span><\/p>\n<p>            <\/span><figcaption class=\"media-caption\"><span class=\"off-screen\">Image caption<\/span><br \/>\n                <span class=\"media-caption__text\"><br \/>\n                    The East Coast Mainline service run by Virgin was taken back under government control<br \/>\n                <\/span><br \/>\n            <\/figcaption><\/figure>\n<p>Transport secretary Chris Grayling has also faced questions over his handling of the <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-44194146\" class=\"story-body__link\">disruption faced by passengers on Thameslink and Great Northern<\/a> trains this year, following the introduction of new timetables by owner Govia Thameslink. <\/p>\n<p>The Office of Rail and Road has launched an inquiry into the problems.<\/p>\n<p>Labour has said it would bring the railways back under public ownership if it was in power.<\/p>\n<p>Shadow Transport Secretary Andy McDonald said: &#8220;Long-suffering rail passengers don&#8217;t need a review to explain to them that the franchising system is broken beyond repair. <\/p>\n<p>&#8220;No amount of tinkering will change the fact that rail franchising has failed, does not deliver and never will.&#8221; <\/p>\n<p>A Department for Transport spokesperson said: &#8220;Privatisation has helped transform our railway, doubling passenger numbers and delivering more services, extra investment and new trains.<\/p>\n<p>&#8220;We are absolutely committed to improving journeys and are always examining ways to improve how the railway serves passengers.&#8221;<\/p>\n<p>Paul Plummer, chief executive of the Rail Delivery Group which represents the rail industry, said the public and private sectors had achieved a lot working together over the last 20 years but &#8220;the time is right for root and branch reform&#8221;.<\/p>\n<\/p><\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-45532566\">Source<\/a> by <a href=\"\">[author_name]<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Image copyright Getty Images A review of the rail industry is to be launched by the government next week, following criticism of the way the franchising model is run.
